Public Proof of Vaccination Requirements at City Facilities Effective Oct 1, 2021

As of November1, 2021, the Government of Saskatchewan requires that individuals 12 years of age and over show proof of full vaccination or negative COVID-19 test for public access to a number of establishments, businesses and event venues including City of Regina facilities.

Proof of Vaccination

The Government of Saskatchewan has established the following acceptable forms of proof of full vaccination:

  • Wallet cards received at time of immunization
  • A printed copy of your MySaskHealthRecordOpens in new window vaccine certificate (with or without a QR code) or a ‘screenshot’ of your vaccine certificate (with or without a QR code) saved to your device
  • An earlier version of your MySaskHealthRecordOpens in new window COVID-19 vaccine certificate
  • A COVID-19 vaccine printout from Saskatchewan Health Authority Public Health
  • A QR code/MySaskHealthRecord vaccine certificate uploaded to SK Vax Wallet app which will be available free from Google Play or Apple App stores
  • Official proof of vaccine documents from other provinces may be considered

Proof of Negative Test

Individuals who do not have proof of vaccination have the option of providing proof of a negative COVID-19 rapid antigen or polymerase chain reaction (PCR) test result from within the last 72 hours. This test is to be done at the expense of the individual. A list of locations and labs offering testing services is available hereOpens in new window.

Self-administered take-home rapid antigen tests (e.g. pictures of negative tests) will not be accepted as valid proof of negative COVID-19 test results.

ID Required

In addition to the proof of vaccination or negative test, photo ID will be required from anyone 18 and older. Youth aged 12-17 will also need to show ID unless accompanied by an adult with proof of vaccination and ID.

Youth aged 12 to 17, visiting a City facility without an adult will be allowed to present photo ID, birth certificate or health services card.

There are exceptions around proof of vaccination and negative testing requirements for some age groups and activities.

Age-Based Exemptions

Effective November1, 2021


12 and over

Leisure Swim


Part of the Pool Swim


Participants in User Group Training/Rentals or Events (not ticketed)


Caregivers in parented (parent & baby, swimming lessons, tot & me, etc.) registered programs or where parent is required to participate in child’s class


Participating in drop-in sports at the Fieldhouse


* Residents under the age of 12, who are currently unable to receive a COVID-19 vaccine, will be exempt from the proof of vaccination requirement including the alternative of a negative test.


Requirements at City Facilities

As previously announced, effective today, proof of vaccination or a negative COVID-19 test must be shown by everyone 12 years of age and older to access the following City facilities: 

  •  City Hall
  •  All Leisure Centres
  •  All Indoor Arenas
  •  Neil Balkwill Civic Arts Centre
  •  All Neighbourhood, Community and Senior Centres
  •  Regina Floral Conservatory


As essential services, proof of vaccination will not be required for access to the following facilities and services: 

  •  Regina Public Libraries
  •  Regina Cemeteryand Riverside Memorial Park Cemetery 
  •  Regina Transitand Transit Information Centre 


The City reminds residents that masks are required in all indoor spaces regardless of vaccination or testing status.
